Have you ever noticed how often anime studios take major shortcuts when animating their shows nowadays? Even worse, many new anime series aren't even made in-house anymore but outsourced to other third-world shitholes, and even when they aren't, a lot of the new people in the industry lack the skills of previous generations...
Share and discuss any anime you remember with crappy, poorly made, or just plain weird animations that you come across.

This particular clip is from the THE IDOLM@STER MOVIE: BEYOND THE BRILLIANT FUTURE! which is just another god damn awful production that drags the original IM@S franchise even further through the dirt.
This is the only clip of really weird weird animation in the entire movie. It basically looks like the animators themselves went out and filmed themselves as the characters and then decided to trace over themselves not realizing how a manly posture doesn't really fit these idols. I wonder whose ideas this was but there's way too many frames in this and in the end all of this work didn't really pay off.

I am just guessing here but because this is a movie they wanted to include a special scene where the animation was really fleshed out compared to other scenes which is how the idea of them recording themselves and then tracing over it came to be.
The thought process might have been that the more frames there are the better the animation quality will look, right? So once they recorded the clip they decided to split the frames from 30 fps to 16fps or 8 fps and then draw each single individual frame which is how you get this choppy looking frame rate.
Maybe they were too shy to hire a girl or get one of the VAs to do the scene for them which would might have yielded different results but looking at it I think the main problem is that they got tired of drawing that many frames for a single scene and got very lazy in making sure that each frame has perfect quality.

I've been wondering that, but also if it's an adaption of a western franchise.

That's obviously rotoscoped. I guess it usually does come off as uncanny. I watched Bocchi the Rock! recently and I didn't really liked how it looked there, either. I could even say it looks more like cheap CG than rotoscoping.
